Question about holding tanks | Letter

Is it just me, or is anyone else worried where all these visiting boats are dumping their holding tanks? Ever since U.S. boaters became persona non grata in Canada, the San Juans have been the preferred boating destination. On Aug. 22 I counted 22 cruisers anchored in Garrison Bay and 25 boats in Westcott Bay. Some of them seem to be spending the summer there. The water quality looks okay, but ya gotta wonder?
