Born and raised in Tacoma, Washington to Clemens William and Marie Van Rooy. Bill attended St. Patrick’s parochial school where his family was parishioners. After graduating from Bellarmine High School, Bill enlisted in the Navy in 1945, serving as one of the first to run a desegregated boot camp at the Naval Station Great Lakes in Chicago, Illinois. Following WWII, Bill attended the University of Washington on the GI Bill graduating with a degree in accounting. He began his career as a CPA, but by 1963 moved to Southern California to work with his father-in-law in the insurance business. Bill and his business partner grew the company from three employees to over 100 and RGV was one of the largest insurance agencies in the state by the time he retired. Bill was a member of the Kiwanis club for over 25 years and served as its president for two years. Bill’s hobbies included flying and boating. He grew up sailing in the waters off the coast of Seattle and spent the last 20 years of retirement boating around the San Juan Islands. He was a devoted husband, father, grandfather and “uncle” to numerous family friends. Bill is predeceased by his first wife, Mary Jane Tierney Van Rooy and his daughter Sarah Marie Van Rooy. He is survived by his wife Rusti, his children Cindy Hill, Kathy Rosenast, Christy Keppel and Billy Van Rooy as well as his sister Mariana Mattecheck and eight grandchildren.
